It's good you're exploring on the layout. For best practices on web page layouts, you will want the end user to see what the product is. Sorry to put a damper on your execution but the CUBE lockup at the bottom right will never work in the real world. Logos are always placed on top because as advertisers, we want the end user to see what they are viewing. In this case, it's for CUBE. I will have you move that lock up on top.
About the navigation. The best practice to place them is on top or on the upper section of both sides. Which you've done.
In an art direction stand point, your layout still feels unbalanced. Look at the negative space. Also place greek text on your layout even if Tim's not done with copy. This will save you time later, because you have to design the copy layout. Will there be buttons? Will there be icons? Will there be a scroll bar? What kind of fonts will you place on your headlines, subheads and body copy? These little details are plans, you as an art director will need to figure out. And by the way, WHERE IS YOU OTHER AD? Is he/she doing anything?
On those circle design elements. I still feel they look like Target's. Convert all of them to that same look as the CUBE lockup. I know you just grabbed them off the net, It's easy to recreate them in illustrator. Have your other AD do it for you. It's a piece of cake.

So far the look of this one works because you're highlighting everything in red that's important. I'd make the navigation text red similar to red. Now you're all set.
